Overview

OpenStack LOCI is an open‑source tool that streamlines the creation of lightweight, OCI‑compatible Docker images for any OpenStack service, using Ubuntu as the base distribution. It provides a multistage build workflow that first generates a reproducible “requirements” image containing all packages from the OpenStack upper‑constraints, then layers individual service images (e.g., Keystone, Cinder) on top of it. By exposing a rich set of build arguments—such as custom base images, git sources, bindep profiles, and extra Python wheels—LOCI makes it easy to tailor images for development, CI/CD pipelines, or production deployments. The project is considered stable and already powers several production OpenStack installations.
